I have the honour to acknowledge the
receipt of Mr. Ormsby-Gore's despatch No. 125 of
the 11th of May, 1938, regarding expenditure in
connection with the accommodation in Hong Kong
of British refugees from China, and to forward for
your information the accompanying copy of a letter
dated the 18th of May, 1938 from His Majesty's
Consul-General, Shanghai from which it will be
seen that the sum of £147 35 due to the
military authorities in respect of stores and
services has been reduced to £140 8 3. This
sum has now been paid locally.

I regret it is not possible to produce
a certificate of audit of the accounts of the
expenditure incurred for the accommodation in the
Colony of these refugees. The expenditure was
controlled by the Committee appointed and only
those receipts and payments which passed through
the Treasurer's accounts, (that is operations on
the advance account), were checked by audit, but
no local audit examination was made of the records
maintained by the Shanghai Refugees Committee, for
